Like Cindy Nell, Noele Joubert hails from some obscure settlement bordering on the Johannesburg-Egoli-Pretoria-Tshwane quadrangle, and like Cindy Nell, she has entered every event that resulted in the awarding of a rhinestone tiara at the conclusion thereof.
Noele did go one step better than Cindy in that she actually did win a national teen pageant (Miss Teen Globe SA 2003), whereas Cindy only placed 3rd at the 1998 Miss Junior SA pageant. She went on to represent South Africa at the World Miss Teen pageant in 2004, and became the second consecutive winner of the title after compatriot Kaylan Hamel. In addition, she was crowned Miss Intercontinental SA (was there a pageant, or was she appointed?) and made the semi-finals of the Miss Intercontinental pageant, just as Cindy had done 8 years before her.
I'm no expert, but I reckon she has the potential to do a great job of representing South Africa at Miss Universe provided she cuts ties with the "sequin and taffeta" pageant organisations she has been associated with in the past, gets herself a reputable image consultant to assist her with styling, and starts training with a qualified speech and drama coach to improve her communication skills. At 1,74 m tall, she meets the height requirements for Miss SA, and she will be at her pageant prime in 2010 when she turns 22. She has a good figure, including a decent bust (unlike the current title-holder).
I definitely see South American "glamazon" lurking in there somewhere.
